Speaking particularly on the issue of controlling health care cost before most everyone is covered, our politicians should consider passing legislation that would create a "U.S. Government Debtors Account," that can be checked on by all debtors each month, to monitor ghost expenditures by corrupt doctors, and, for the purpose of "CREDITING ALL DEFAULT STUDENT LOAN RECIPIENTS," and others like them whose debt is never forgiven, that owe state and federal agencies, a reasonable average "Annual Dollar Amount" for social programs "THEY QUALIFIED IN" that cost Americans dearly, such as, Medicaid, and Medicare.

 

The credited dollar amount is pre-calculated for sevices "SAID RECIPIENT" didn't use and/or abuse in (that) present year, compared, to past years, as this plan's objective is to help improve said Social Program Recipient's credit standing while clearing their government debt within a calculated time frame.

 

 This kind of incentive program for "Eligible Government Debtors" who are entitled to other federal and state benefits will help all QUALIFIED RECIPIENTS make more thoughghtful decisions that improves their overall lifestyle. An additional tool. 
 
The implementing of such a strategy, I suggest, will cause a decrease in the subconscience abuse and charging up, I'll say, of many of our government's social programs, and allow for the "RE-ESTABLISHMENT" of good credit with "CREDIT CARD COMPANIES" for millions of American citizens, long term, which will help to stimulate our national economy while enabling our government to control expenditures by saving 100's of billions of dollars for each generation that can allow for more targeted American investments. It's an innovative idea we should consider incorporating into our new national health care strategy before the monster is released. 
 
 This plan is the best "Self Regulating Method" I can think of to level off the spirit of panic to go to the Emergency Rooms, greed, and abuse of our programs in these hard economic times we're in. 
 
I'm an SSI recipient, as well as a Navy Veteran with medical benefits, who would have received my garnished $250.00 Stimulus Check (I'd planned on) from the not so transparent Obama administration if a process such as this had been incorporated into our social health care system long, ago, because I've save the American tax payers a lot of money by using my benefits (only) when needed. I manage being bi-polar pretty well. Does anyone have a better idea? Leave it in a comment.
